Seosan Police Station Arrests Six for Deliberately Causing Traffic Accidents to Collect Insurance Money
Crimes Committed Using Transportation Expertise: Transport Industry, Insurance Agents, and Car Centers
The Seosan Police Station in South Chungcheong Province apprehended six individuals, including Mr. A (male, in his 40s), for conspiring with friends and juniors to intentionally cause traffic accidents 25 times and collect over 130 million won in insurance payouts from insurance companies. They have been sent to the prosecution without detention on charges of violating the Special Act on the Prevention of Insurance Fraud.
These individuals, who work in fields such as transportation, insurance sales, and car center operations, were lured into participating in the crimes by Mr. A, the main perpetrator, who promised that if they took part in the staged accidents, he would ensure they received settlement money from the insurance companies.
They exploited the fact that rental cars are not subject to personal insurance premium increases after accidents, intentionally colliding with the cars of co-conspirators or targeting vehicles changing lanes or violating traffic laws, dividing roles among themselves to carry out the scheme.
They also intentionally hit parked cars in parking lots and falsely reported that several friends who were part of the conspiracy were passengers in the offending vehicle, thereby receiving insurance payouts.
It was revealed that their actions became bolder after several incidents were dismissed due to lack of evidence or difficulty in proving intent, even when victims reported the accidents, as there was often no video evidence.
The Seosan Police Station Traffic Investigation Team, after a persistent investigation lasting over a year, confirmed the conspiratorial relationships of the suspects who had stubbornly denied the charges, and arrested all members of the group through analysis of accident footage, victim statements, and confessions from some suspects.
A police official stated, "If you cause frequent traffic accidents and receive insurance payouts, those records remain with each non-life insurance company and may lead to a police investigation. If found guilty, you could face up to 10 years in prison or a fine of up to 50 million won under the Insurance Fraud Prevention Act, so you should never participate in such acts."
