NST is an institution under the Ministry of Science and ICT that manages and supports government-funded research institutes in the field of science and technology.

Chairman Kim graduated from Yeungnam University with a degree in Mechanical Engineering, earned a master's degree in Mechanical Engineering from the University of Iowa, USA, and a Ph.D. in Mechanical Engineering from Pennsylvania State University, USA. He has served as a senior researcher at the Korea Atomic Energy Research Institute, professor and president of Kumoh National Institute of Technology, chairman of the Korea Institute of Startup & Entrepreneurship Development, and as a member of the 21st National Assembly.
