Mayor Kim Dong-geun Inspects Ipseok Village on the 2nd Anniversary of Resolving Child Sexual Offender Kim Geun-sik Incident
Kim Dong-geun, Mayor of Uijeongbu City, is conducting an on-site inspection while communicating with the residents of Ipseok Village on the 14th.
Kim Dong-geun, mayor of Uijeongbu City, visited Ipseok Village on the 14th to mark the 2nd anniversary of resolving the child sex offender Kim Geun-sik incident.
Two years ago, the Ministry of Justice designated the residence of sex offender Kim Geun-sik after his release as a rehabilitation facility under the Ministry of Justice located in Ipseok Village, Uijeongbu. When this became known, local residents felt great anxiety and strongly urged the withdrawal of his move-in.
Mayor Kim Dong-geun immediately set up an on-site mayor’s office in Ipseok Village and issued an emergency administrative order to close the access road to the rehabilitation facility, actively responding to the situation. As a result of the strong unified voice and active response from the citizens and the city, Kim Geun-sik’s move-in to Uijeongbu was blocked, allowing citizens to breathe a sigh of relief.
Furthermore, Mayor Kim Dong-geun did not stop at blocking the move-in but worked to ensure the safety of Ipseok Village residents and improve the village’s image. A residents’ council was formed, and 12 related departments cooperated to prepare the ‘Ipseok Village Residential Environment Improvement Measures.’
To ensure residents’ safety, the city installed ▲14 security closed-circuit televisions (CCTV) applying an intelligent selective control system ▲35 pedestrian lights and 1 security light ▲and expanded the operation of the ‘Ipseok Village Night Starlight Mobile Patrol’ to strengthen patrols in vulnerable areas.
For environmental improvement, the city carried out ▲installation of fixed cameras for illegal parking enforcement ▲disposal of abandoned garbage ▲maintenance of street trees ▲and repair of old sidewalks, and for regional revitalization, held a ▲Cherry Blossom Festival.
On that day, Mayor Kim Dong-geun inspected various locations in Ipseok Village, starting from the Korea Rehabilitation Welfare Corporation Gyeonggi Northern Branch, where sex offender Kim Geun-sik was scheduled to move in, and listened to residents’ opinions.
He also instructed the prompt completion of the Ipseok Village urban planning road construction project, which is underway to improve residents’ walking environment and traffic conditions. Additionally, he emphasized thorough inspections of areas vulnerable to damage from heavy rain and heavy snow.
A resident of Ipseok Village who participated in the on-site inspection said, “We are grateful for the city’s swift response and active environmental improvements during the Kim Geun-sik incident,” adding, “With the increased security CCTV and pedestrian lights, we feel safe walking late at night.”

Mayor Kim Dong-geun stated, “We will continue to provide unwavering attention and support so that Ipseok Village residents can live in peace,” and added, “Just as we blocked Kim Geun-sik’s move-in together with the citizens, any future difficulties can be overcome by working with the citizens.”
