Five Ulsan Floating Offshore Wind Power Companies Jointly Sign Transmission Facility Use Agreement for World's Largest 6GW Capacity
The five developers of the Ulsan Floating Offshore Wind Power Council (Ulsan Floating Offshore Wind Council) have signed a contract with Korea Electric Power Corporation (KEPCO) for the use of electrical facilities for power transmission from the world’s largest 6GW floating offshore wind power project.

The signing of this contract between the five private developers and KEPCO will connect a total of 6GW of clean power to KEPCO’s grid. This not only guarantees the connection of clean energy produced at each floating offshore wind farm to the transmission network, but is also expected to maximize the contribution of these projects to the expansion of renewable energy supply in Korea.
In particular, this usage contract is the first time that KEPCO has confirmed the joint connection of gigawatt-scale renewable power facilities to the grid after the developers obtained power generation business permits. Offshore wind power developers aim to complete the grid connection facilities for each project by the start of commercial operation, after finishing key procedures such as wind power fixed price contract bidding and long-term fixed price contracts, and to operate the wind farms step by step.
To this end, each company plans to focus its capabilities on optimization at every stage of project development, including licensing, design, procurement, and construction.
Park Jangho, Head of Korea Floating Wind and Chairman of the Ulsan Floating Offshore Wind Power Council, said, “The signing of this contract with KEPCO for the use of transmission electrical facilities marks another important milestone for the five floating offshore wind projects underway off the coast of Ulsan. We expect this will contribute to taking another step forward toward achieving Korea’s renewable energy transition goals.”
Lee Kyungyun, Head of KEPCO Busan Ulsan Headquarters, who signed the contract on behalf of KEPCO, said, “This contract is significant in that KEPCO, in cooperation with the developers from the business permit stage, has carefully reviewed the impact of gigawatt-scale offshore wind power on the grid and prepared a plan to stably connect it to the power system. Since this project greatly contributes to realizing Korea’s energy transition policy and revitalizing the local economy, we will actively cooperate to ensure the project proceeds on schedule.”
With the recent completion of the main environmental impact assessment consultation with the Ministry of Environment, the Ulsan floating offshore wind power complex is accelerating its business development preparations. Upon completion, it is expected to become the world’s largest floating offshore wind farm, leading the achievement of Korea’s carbon neutrality goals, fostering offshore wind power professionals through industry-academia cooperation, creating jobs, and coexisting with the local community.
