Seocho-gu Utilizes Advanced Technology for Crackdown on Unpaid Taxes and Uninsured Vehicle License Plates

Annual Decrease in Delinquent Vehicles Following Use of Advanced Technology
Seocho-gu, Seoul (Mayor Jeon Seong-su) announced on the 1st that it is strengthening the collection of overdue taxes by cracking down on delinquent and uninsured vehicles using advanced technologies such as information and communication technology (ICT) and big data.
According to the Local Tax Act, the Act on the Regulation of Violations of Public Order, and the Motor Vehicle Accident Compensation Guarantee Act, vehicles with two or more overdue automobile tax cases and overdue fines of 300,000 KRW or more (delinquent vehicles), as well as uninsured and suspended vehicles, are subject to license plate seizure enforcement.
Accordingly, Seocho-gu has been actively cracking down on delinquent and uninsured vehicles by introducing vehicle-mounted seizure enforcement systems, public parking lot delinquent vehicle entry notification systems, and mobile electronic seizure notice systems.
The vehicle-mounted seizure enforcement system operates patrol vehicles equipped with cameras that automatically recognize license plates and provide real-time information on delinquent vehicles from the Ministry of Land, Infrastructure and Transport’s server to the onboard terminal. Seocho-gu was the first autonomous district in Seoul to introduce and operate this system in 2013. Over the past 10 years since its introduction, an average of 6,100 vehicles per year have been seized, collecting 2.1 billion KRW in overdue taxes.
Additionally, the public parking lot delinquent vehicle entry notification system uses license plate recognition cameras at parking lot entrances to detect delinquent vehicles upon entry and sends real-time alerts to enforcement officers’ smartphones, enabling immediate seizure enforcement. Seocho-gu was the first in the nation to introduce and operate this system in 2019 and plans to expand enforcement by linking with private parking lots in the future.
The mobile electronic seizure notice system utilizes big data such as enforcement information and delinquent vehicle data during on-site enforcement. It collects the owners’ mobile phone numbers of delinquent vehicles in operation in real time from credit information companies and automatically sends seizure notices and collection encouragement messages via text messages. This non-face-to-face system provides taxpayers with real-time information on the violation location and delinquency details, facilitating the collection of overdue taxes.
The district stated, “Through educational and enforcement activities using various systems, we have contributed to securing district tax revenue by collecting 10.6 billion KRW in automobile taxes and 7.4 billion KRW in fines over the past 10 years from delinquent, uninsured, and suspended vehicles in operation.” In addition, installment payments are encouraged for vehicles owned by welfare recipients or livelihood vehicles such as delivery vehicles.
