Born in Jinju, Deputy Governor Kim entered public service by passing the 34th Administrative Examination in 1991 and has served as an administrative officer in the Chief Secretary for Economic Affairs, head of the Corporate Tax Division in the Taxation Office, director of the Taxation Office at the Ministry of Strategy and Finance, and Deputy Governor for Economic Affairs of Gyeongsangnam-do.
