Gwanak-gu, Sillim District Center District Unit Plan Reorganization: Leap to a Southwestern Commercial and Cultural City
Danggok Station, Sillim Station, and Sinwon Market Area District Unit Plan Revised and Approved by Seoul Urban Architecture Joint Committee... Expansion of District Boundaries, Adjustment of Zoning Areas, Increased Floor Area Ratio and Maximum Height to Enhance Development Feasibility
Gwanak-gu (District Mayor Park Jun-hee) has laid the groundwork for regional development around Danggok Station, Sillim Station, and Sinwon Market.
On December 27, the draft amendment to the Sillim District Center zoning unit plan and planning decision for the area around 1428 Sillim-dong, Gwanak-gu, passed the 20th Seoul City Urban and Architectural Joint Committee review. This is the result after three years since the commencement of the planning service in 2021.
The district revised the existing plan for the Sillim District Center zoning unit area and reorganized the urban management plan for the new station area and the aging Sinwon Market in this draft amendment.
First, the district incorporated the east block of Danggok Station on the Sillim Line, which opened in 2022, into the district boundary. Among the incorporated areas, the third-class general residential zone was designated as an area where zoning can be upgraded to quasi-residential. Based on this, through establishing a business plan regarding development scale and public contributions, the zoning was allowed to be upgraded to quasi-residential.
Along with this, without restrictions from lot planning, autonomous joint development is now possible with a permitted floor area ratio of 350% and a height of 60m, enabling the area around the new station to be newly transformed.
Additionally, the district lifted the lot restrictions that acted as regulations around Sillim Station and planned to induce residents’ autonomous joint development only on parcels adjacent to the subway entrance at Sillim Station Intersection, allowing for large-scale development as a station area hub.
To improve the narrow pedestrian environment around the subway entrance of Sillim Station, a floor area ratio incentive of up to 50% is provided through special designation for joint development, and the maximum height has been raised from the existing plan of 70m to 90m, increasing the feasibility of development.
The aging Sinwon Market is also expected to undergo a splendid transformation. Although the zoning was upgraded during the 2015 revision of the district unit plan, the floor area ratio remained unchanged, delaying development.
In this revision, autonomous joint development of two or more parcels and public contributions for necessary district facilities allow the floor area ratio to be relaxed from the current 250% to 350%. Also, applying the maximum floor area ratio makes single-parcel development easier. The maximum height was raised from the existing plan of 20m to 35m.
Furthermore, the district has worked to ensure that the current market can be preserved even after development. The parking installation relaxation zone was expanded to cover the entire market area, the first floor was designated for market use, and the preservation of market facilities was made mandatory, allowing new construction and expansion of buildings while maintaining the current market functions and space.
The district also revised plans to revitalize the core commercial areas within the zone, such as Sundae Town and Byeolbit Street. To create food-specialized streets along the main pedestrian axes of Sundae Town and Byeolbit Street, restaurants were designated as recommended uses, specialized building guidelines were prepared, and efforts were made to activate the commercial areas.

Park Jun-hee, Mayor of Gwanak-gu, said, “This draft amendment to the Sillim District Center zoning unit plan and planning decision is a valuable achievement obtained after difficult negotiations and considerations with Seoul City over three years since its commencement.” He added, “We will do our best to take a step forward as a commercial and cultural city in the southwest region through the revision of the district unit plan.”
