On the 23rd, during a National Assembly Land, Infrastructure and Transport Committee audit of Gyeonggi Province held at the Gyeonggi Provincial Government Office, Governor Kim responded to a question from Hong Ki-won, a Democratic Party lawmaker representing Pyeongtaek Gap, regarding the Yangpyeong Expressway. He said, "The (MOLIT) officials are working diligently as experts, but the project is delayed and surrounded by various issues," adding, "Although it may be a strained interpretation or covering the sky with one’s palm, as a senior official, I feel sorry for the civil servants who must be going through conflicts."
He also stated, "Although MOLIT issued a rebuttal to my press conference in August, there is nothing in their content to refute," and added, "I do not agree with MOLIT’s rebuttal."
Earlier, lawmaker Hong Ki-won criticized, "Minister Won Hee-ryong declared a complete cancellation of the original route on July 6, calling the opposition party’s claims about the Seoul-Yangpyeong Expressway passing through Gwangju, Hanam, and Yangpyeong in Gyeonggi Province as rumors," and said, "Even if the minister declares cancellation, he does not have the authority to do so."
He continued, "This incident has caused national confusion, public distrust, major project setbacks, and harm to Gyeonggi residents," and raised his voice, saying, "According to MOLIT’s revised plan, the starting point changes, the endpoint changes, and 55% of the entire route is altered. If that is the case, I don’t understand why a preliminary feasibility study is conducted. The preliminary feasibility study should be abolished."
Furthermore, he introduced, "The revised plan passes through several villages compared to the original plan. It also passes by more than two elementary schools," and said, "Residents of Toechon-myeon in Gwangju strongly oppose the revised plan."

In response, Governor Kim Dong-yeon said, "I do not understand the intention behind MOLIT’s revised plan," and reiterated, "We must proceed with the original plan to ensure a route free of suspicion."
