Suwon City Opens 'Jeonse Damage Counseling Center' Inside Government Building on the 19th

View original imageThe city of Suwon in Gyeonggi Province opened a one-stop consultation center on the 19th for victims of jeonse fraud.
On the morning of the 19th, Suwon City opened the "Suwon Jeonse Damage Consultation Center" inside the Integrated Civil Service Office on the first floor of Suwon City Hall’s main building and began consultations for citizens at risk of damage.
On the first day of opening, victims continued to visit the consultation center. The majority were young adults in their 20s and newlyweds, representing early-stage members of society. Even those experiencing issues with landlords, despite not owning the problematic family-owned buildings, came early to receive consultations. As of 3 p.m. on the first day, there were 8 on-site consultations and 3 phone inquiries and consultations.
Suwon City assigned three experts?a lawyer, a judicial scrivener, and a certified real estate agent?to the consultation center to provide customized legal advice tailored to the victims’ situations.
The lawyer provides detailed guidance on legal procedures and requirements such as deposit refund lawsuits, claims for damages, and civil and criminal litigation. The judicial scrivener explains procedures like tenant registration orders, payment orders, and auction processes, and offers ways to recover damages. Additionally, the certified real estate agent reviews lease contracts to help determine whether someone qualifies as a victim and assists in understanding situations related to tenant rights and priority claims.
A middle-aged woman who received consultation that day said, "After my child became independent, I checked the registry and other documents, but I was worried that I might not get my jeonse deposit back when the lease expires next summer, so I visited. The consultation with the judicial scrivener at the center helped me accurately understand the current situation and plan how to respond going forward, which was very helpful."
The consultation center is open from Monday to Saturday starting at 9 a.m. Applications for designation as jeonse fraud victims can be submitted from 9 a.m., and expert legal consultations are available from 10 a.m. To accommodate victims who find it difficult to attend during work hours, the center remains open until 1 p.m. on Saturdays.
Mayor Lee Jae-jun visited the consultation center that afternoon to encourage the staff and urged them to listen carefully to the voices of the victims. He promised to prepare a comprehensive plan including support measures, prevention strategies, and proposals for system improvements tailored to Suwon’s circumstances. The city also plans to establish ordinances to expand its own support. In particular, concrete measures to prevent recurrence of jeonse fraud cases and support victims will be developed and proposed to the central government for system improvements.
