Starting from January next year, under the 'Amendment to the Public Officials Appointment Decree,' minor multi-child caregivers will receive preferential treatment in public official career recruitment and promotions.
On the 16th, the Ministry of Personnel Innovation announced the legislative notice of the 'Amendment to the Public Officials Appointment Decree.' The amendment will be implemented in January next year after going through procedures, and the main changes are as follows.
First, the criteria for recognizing career experience for minor multi-child caregivers during public official career recruitment will be relaxed. This measure considers the career interruption period due to childbirth and child-rearing. Previously, only experience within three years after retirement was recognized, but now, if a person is raising two or more minor children, experience up to ten years after retirement will be recognized, allowing them to apply for career recruitment.
Next, a preferential promotion plan will be established for multi-child public officials at grade 8 or below. This involves awarding additional points during evaluations for promotions from grade 9 to 8 and from grade 8 to 7, with specific multi-child criteria and point allocation methods to be decided by each ministry.
Additionally, the amendment includes ▲ shortening the minimum service period for public official promotion by up to five years ▲ establishing grounds to designate acting public officials when dispatched or sent on business trips for a certain period for disaster response ▲ flexible application of transfer restriction periods when transferring to similar job positions ▲ consolidation of personnel operation committees ▲ and relaxing career recognition requirements when hiring public officials with severe disabilities.
