Reconstruction in the Sanggye-dong area of Nowon-gu, Seoul, where apartments over 40 years old are densely concentrated, has gained momentum. Following Jugong Complex 3 passing the detailed safety inspection threshold in May, Jugong Complex 5 passed the architectural review in August, and Jugong Complex 4 has now submitted its challenge for the detailed safety inspection. In addition, reconstruction and redevelopment are actively progressing, creating an atmosphere of growing expectations for a dramatic transformation.
According to the maintenance industry on the 15th, Nowon-gu Office announced a bid for a service contract for the detailed safety inspection of the Sanggye Jugong Complex 4 reconstruction on the 12th. Built in 1988, this apartment complex consists of 2,136 households and passed the preliminary safety inspection in August 2021. After the government announced the easing of reconstruction regulations earlier this year, they raised 235 million KRW for the detailed safety inspection costs and applied to Nowon-gu Office in early September.
Sanggye Jugong Complex 4 has locational advantages, including Sangsuh Elementary School and Shinsang Middle School within its vicinity. It is a five-minute walk from Nowon Station on subway lines 4 and 7 and is close to the academy district near Eunhaeng Intersection in Junggye-dong. The complex includes Winter Neighborhood Park and is adjacent to Danghyeon Stream. However, a high floor area ratio of 204% is cited as an obstacle to reconstruction.
Sanggye-dong is a housing development district created in the 1980s for large-scale housing supply, similar to Mok-dong in Yangcheon-gu. Most of the Jugong apartments built at that time have long surpassed the 30-year reconstruction eligibility period. For example, Forena Nowon, which reconstructed Complex 8, was completed and occupied in 2020.
Among them, the reconstruction speed of Complex 5 is the fastest. It passed the Seoul City architectural review at the end of last month and is now awaiting project implementation approval. Through Seoul City's fast-track maintenance project called 'Rapid Integrated Planning,' it is set to be reborn as a residential complex with up to 35 floors and 996 households.
Additionally, Complexes 1, 2, 3, and 6 have passed the detailed safety inspection and are undergoing the maintenance plan establishment process. The most recent to pass the safety inspection was Complex 3, which received an E grade at the end of May, confirming its reconstruction. Earlier in June, Complex 11 applied for a detailed safety inspection.
Besides the Jugong apartments, Sanggye Hanyang and Sanggye Mido have also passed safety inspections and are awaiting reconstruction. Along with reconstruction, maintenance projects in the Sanggye-dong area are also becoming more active. Nowon Central Prugio, redeveloped from Sanggye District 4, was completed in 2020, and Sanggye District 6 began occupancy in June. In June, the new planning proposal for the Sanggye 5-dong area, considered the largest redevelopment site in the northeastern region, was finalized. It is expected to be reborn as a residential complex with a maximum height of 39 floors and 2,900 households. Sanggye Districts 1 and 2 have received project implementation approval and are preparing management disposition plans.

An official from the maintenance industry said, "The Sanggye housing development district was created in the 1980s and has long exceeded the reconstruction eligibility period, and apartments in Junggye and Hagye, built in the early 1990s, will soon reach their reconstruction period as well," adding, "This year, the government relaxed safety inspection standards, and with the real estate market recovering mainly around Gangnam reconstruction, the pace of maintenance projects in the Nowon area is accelerating."
