Busan City Holds the 30th Busan Welfare Month Commemoration Ceremony

Busan Citizens Park, Awards Presented to 50 Social Welfare Contributors in Busan Area
On the 8th at 2 p.m., Busan City will hold the '30th Busan Welfare Month' commemorative ceremony at the outdoor stage of Busan Citizens Park.
This event was organized to commemorate the '24th Social Welfare Day (September 7)' and the '30th Busan Welfare Month (September)'.
Social Welfare Day is a commemorative day established to promote understanding of social welfare and encourage the activities of social workers and related personnel. It was designated as 'Social Welfare Day' on September 7, the promulgation date of the National Basic Livelihood Security Act, when the Social Welfare Services Act was amended in 1999, and has been celebrated since 2000, marking its 24th anniversary this year.
Busan City designated September as 'Busan Welfare Month' ahead of the government in 1994 and has continued the commemorative ceremony for the 30th time. Since 2003, it has also commemorated Social Welfare Day together.
The ceremony will be held with about 200 attendees, including Mayor Park Hyung-jun, awardees, welfare facility workers, and citizens, proceeding in the order of ▲ Commendation for social welfare contributors ▲ Commemorative speech ▲ Congratulatory speech.
The awardees include ▲ 7 recipients of the Ministerial Commendation for the 24th Social Welfare Day ▲ 2 recipients of the Ministerial Commendation for the 2022 Social Welfare Facility Evaluation ▲ 6 recipients of the Social Contribution Award (Mayor’s Commendation) ▲ 25 recipients of the 30th Busan Welfare Month (Mayor’s Commendation) ▲ 4 recipients of the Neighbor Helping Award (Mayor’s Commendation), totaling 50 people.
The city plans to boost the morale of social welfare workers by awarding certificates of commendation to those who have contributed to social welfare.
In particular, to celebrate the 30th anniversary of Busan Welfare Month this year, the '051 Film Festival (Busan Welfare Film Festival)', which has been held every November, will be presented over two days on the 8th and 9th at Busan Citizens Park. Visitors can experience award-winning 051 films and various booths themed around the 15-minute welfare city.
The 051 films are social welfare films of Busan, incorporating the area code 051, and are videos created by citizens themselves with lengths of either 51 seconds or 5 minutes and 1 second.
The experience booths are composed of ▲ Accessibility-related booths (walking, health/care, jobs) ▲ Solidarity-related booths (housing, community, education/culture) ▲ Ecology-related booths.
Mayor Park Hyung-jun said, “Above all, I would like to express my special gratitude to all social welfare stakeholders who are leading the creation of a ‘Welfare City Busan’ and a ‘Warm Community Busan.’ I deeply feel the importance of the role of social welfare workers in providing stronger protection for the most vulnerable in our society. Our city will continue to support welfare workers so that they can work with greater pride. I ask everyone to become One-Team to realize healthy and balanced welfare policies, enhance citizens’ welfare awareness, and create a happy city.”
The city is leading efforts to realize a happy city that empowers individuals with the goal of safe and accessible welfare in Busan anytime and anywhere.
In April, Busan Social Service Agency was opened to establish a foundation for Busan-style social service innovation and to advance welfare care services.
Also in the same month, the Busan Social Welfare Comprehensive Center was opened by gathering social welfare-related organizations and institutions to create synergy through mutual cooperation and to serve as a welfare control tower.

In August, Busan successfully hosted the 2023 Busan World Disabled Persons’ Games, the first international disability event hosted by a local government nationwide. In May, Busan launched the Narae Bus, the nation’s first city tour bus for people with disabilities, demonstrating its commitment to disability welfare policies.
