Car Owner Who Blocked Commercial Parking Entrance for a Week Over 'Maintenance Fee Complaints' Indicted
A man in his 40s who, dissatisfied with maintenance fees, left his vehicle unattended for a week at the entrance of an underground parking lot of a commercial building has been prosecuted.
The 5th Criminal Division of the Incheon District Prosecutors' Office (Chief Prosecutor Park Seong-min) indicted Mr. A, a man in his 40s, without detention on the 22nd on charges of obstructing general traffic and business obstruction. The prosecution stated, "Cases that cause harm to many people to resolve personal disputes without following legal procedures will be strictly punished."
Mr. A is accused of leaving his vehicle at the entrance of the underground parking lot of a commercial building in Nonhyeon-dong, Namdong-gu, Incheon, from June 22 to 28, obstructing the passage of other vehicles.
Mr. A, a tenant of the commercial building, reportedly committed the act after conflicts with the building management committee over maintenance and parking fee payments. Mr. A claims that the management committee charged maintenance fees twice, but the committee insists that proper procedures were followed.

After facing public criticism for leaving his vehicle at the parking lot entrance, Mr. A posted on an online community, stating, "The management committee, which first appeared around May, demanded payment again for several years’ worth of maintenance fees amounting to tens of millions of won that I had already paid to the (commercial) owner," and argued, "Preventing parking lot use if fees are not paid is an abuse of power."

He also explained, "I did not disappear during the (one week of vehicle abandonment)," adding, "I have a side job, so I was near the building while managing other work, and I tried to remove the vehicle, but I was discouraged by the presence of reporters and YouTubers."
