From now on, if more than 50% of residents agree, it will be possible to promote the initiation of redevelopment maintenance plans under the Rapid Integrated Planning system. Additionally, new conditions will be established to allow for the reconsideration or cancellation of plan initiation in areas where the opposition rate is high and it is deemed practically difficult to proceed with the project.

View original imageOn the 10th, the Seoul Metropolitan Government announced that it will relax the 'consent rate for plan initiation' stipulated in the '2025 Seoul Metropolitan City Urban and Residential Environment Maintenance Basic Plan' from the existing two-thirds (66.7%) or more of landowners to one-half (50%) or more. However, the land area criterion (one-half or more) will be maintained as originally required to preserve the purpose of 'designating maintenance zones reflecting residents' intentions,' such as large landowners.
The city decided to reasonably improve the consent requirements for plan initiation in line with recent social and policy conditions and institutional changes, including ▲ full introduction of resident participation in rapid integrated planning (since September 2021), ▲ housing supply policy (rapid and expanded supply), and ▲ the need to reorganize consent rates by project stage (sequentially increasing structure).
A Seoul city official explained, "Through this, not only will the time required to designate maintenance project zones be shortened, but even after zone designation, the promotion entities such as the promotion committee and association approved by the autonomous district will be formed, enabling faster and more active project promotion."
Furthermore, Seoul will establish standards to allow 'reconsideration of plan initiation' or 'cancellation of plan initiation' for zones where, despite many residents opposing at the maintenance plan (draft) establishment stage, zone designation is made but project promotion is judged to be difficult.
Areas where 15% or more of landowners oppose will fall under the 'reconsideration of plan initiation' criteria, requiring the district mayor, who has the authority to initiate the plan, to establish an action plan such as partial exclusion or modification of the zone boundary and submit the district mayor's opinion on whether to proceed with the project to the city.
If 25% or more of landowners or more than half of the land area oppose, it will fall under the 'cancellation of plan initiation' criteria, halting the maintenance plan establishment process and excluding the area from redevelopment candidate sites.
The changes to the maintenance plan, including ▲ modification of consent requirements for plan initiation and ▲ establishment of opposition consent requirements, will undergo public inspection by residents from the 10th to the 25th, followed by opinion hearing at the Seoul Metropolitan Council and review by the Urban Planning Committee next month, with final confirmation and changes expected around October.

Han Byung-yong, Director of the Housing Policy Office of Seoul, said, "Currently, the first rapid integrated planning candidate sites have entered the stage of establishing maintenance plans for zone designation and collecting consent forms. We will open the way for areas where rapid promotion is possible to proceed with zone designation quickly so that residents can take the lead in the project, and for zones with many oppositions, we will continuously improve the system and provide administrative support to decide the promotion direction while minimizing resident conflicts through reconsideration and other measures."
