Changwon Special City in Gyeongnam announced on the 28th that it has implemented a regular personnel reshuffle as of July 3, marking one year of the 8th elected administration, reflecting one of its personnel philosophies: ‘Employees who work hard and achieve results are given preferential treatment.’

View original imageRyu Hyo-jong, who led the Future Strategic Industry Bureau for an impressive four years, establishing Changwon Special City as the center of K-defense industry and striving to secure future growth engines for Changwon through the revitalization of nuclear power and hydrogen industries, was promoted to Local Deputy Director General (Grade 3) and appointed as Director of the Planning and Coordination Office.
Kim Sun-min, Mayor of Masanhappo-gu, who has been injecting vitality into the old downtown area by advocating ‘motherly administration’ and implementing field-centered district governance with her unique meticulous harmony and thoroughness, was promoted to Local Deputy Director General (Grade 3) and retained in her position.
Additionally, Lee Sung-min, a former administrative examination pass, was selected and promoted to Director of the Future Strategic Industry Bureau to encourage dedication to activating the city’s future development engines.
This regular personnel reshuffle, conducted after one year since the inauguration, can be interpreted as embodying Mayor Hong Nam-pyo’s consistent philosophy from the beginning of his term: ‘Employees who work hard and achieve results are given preferential treatment.’ In terms of promotion, employees who actively handled their responsibilities were mainly recognized rather than seniority, but many senior employees playing reliable roles in support departments, where outstanding achievements are difficult to attain, were also rewarded with promotions.
In the personnel transfers of senior officials, the city considered department management capabilities and expertise observed over the past year.
On the 28th, the city held a promotion and transfer appointment ceremony for senior officials of Grade 5 and above, awarding appointment letters to a total of 46 people, including 2 promoted to Grade 3, 2 promoted to Grade 4, 18 promoted to Grade 5, and 24 department heads or higher whose positions changed within the headquarters, out of 261 total promotion candidates.
