Unmarried Mothers Association Urges Prompt Assessment of Unregistered Birth Children Situation
Civil society organizations, including the Single Mothers Association, have urged the prompt identification of the actual conditions of unregistered children at birth.
On the 24th, the Universal Birth Registration Network, a civic group, stated in a press release the previous day, "We urge the identification of the actual conditions of unregistered children at birth and the prompt introduction of a birth notification system." The group includes organizations such as Intree of the Single Mothers Association for Creating a Changed Future, the Korea Single Mothers and Families Association, the Gonggam Public Interest and Human Rights Foundation, the Appeal Public Interest Law Center, and the International Child Rights Center.
The group said, "If a birth notification system, whereby local governments record children whose births have not been registered ex officio after confirming the child's birth and registration status, had been established earlier, the child murder case from five years ago would not have only now come to light. We have lost children who could have been protected for years based on existing statistics alone. This issue is a clear violation of the state's duty."
They continued, "The fact that infant murder and child abandonment continue even in countries where anonymous childbirth is effectively implemented is empirical evidence that must never be overlooked," adding, "We need to consider how to complete a universal birth registration system, not an anonymous childbirth system."
Furthermore, they stated, "The government must address this through a full survey of unregistered children at birth," and added, "We must recall the social collective responsibility to support children whose births were not registered and their families."

The Board of Audit and Inspection revealed through a regular audit of the Ministry of Health and Welfare that from 2015 to last year, there were 2,236 children born in hospitals who received newborn vaccinations but whose births were not registered. The Board ordered a focused investigation on 23 cases, and it is known that three children were murdered or died, and one was abandoned.
