Seoul Metropolitan Office of Education Selects 6 Outstanding Public Officials for Proactive Administration in Second Half of the Year
Grand Prize 'Comprehensive Adjustment of Health Insurance Workplaces for Private School Fixed-Term Teachers'
[Asia Economy Reporter Yoo Byung-don] On the 2nd, the Seoul Metropolitan Office of Education announced that it held the 'Active Administration Best Practice Competition' and selected six outstanding public officials in active administration in Seoul education. This competition was organized to boost the pride of public officials and foster a culture of active administration in the public sector.
The grand prize was awarded to the case of ‘Promoting the Change of Health Insurance Workplace for Contract Teachers in Private Schools, Resulting in Reduced Institutional Health Insurance Fees and Increased Educational Finance.’ The majority of schools (92%) had reported contract teachers' health insurance under general workplaces, thus not receiving the national contribution for health insurance fees. The Office of Education collectively changed the health insurance workplace for contract teachers, completing the refund process for 342 schools and 12,131 individuals, resulting in a refund of approximately 9.4 billion KRW. Furthermore, it is expected to reduce statutory contributions by 3 billion KRW annually going forward.
The excellence awards went to the cases of △ First establishment of Seoul-type private kindergarten accounting guidelines! Laying the foundation for strengthening publicness △ Breaking down administrative barriers to prevent housing collapse risks and enhancing safety sensitivity through practical disaster response training. The encouragement awards were given to the cases of △ Leading the improvement of work efficiency by reducing the total workload at school sites through administrative innovation △ Creating an environment where teachers can focus more on early childhood education by establishing and operating an administrative support system for private kindergartens △ Resolving contentious issues regarding school sites (unused land), significantly reducing school relocation costs with multiple benefits.
Selected public officials will receive commendations from the Superintendent of Education and, depending on their grade, personnel incentives. General public officials with the highest grade will be able to choose one incentive item from special promotion, highest performance pay grade, etc., which are exceptional personnel incentives, and will also be granted five days of reward leave.
The Seoul Metropolitan Office of Education plans to regularly select and actively reward public officials who have achieved exemplary results through active administration and to spread best practices, thereby leading efforts to improve public satisfaction.
