[Asia Economy Reporter Noh Kyung-jo] The Ministry of Land, Infrastructure and Transport announced on the 16th that it will expand a pilot project to introduce Construction Project Management (PM) throughout the entire construction process for projects led by four public institutions, including Korea Land and Housing Corporation (LH) and Korea Expressway Corporation.

PM refers to managing the entire construction project from the planning stage to post-construction by supporting the client. However, in Korea, PM has been concentrated mainly in the construction phase, performing only auxiliary roles focused on supervision.

In this pilot project, the four public institutions will introduce PM from the pre-construction stage.

The Korea Rail Network Authority plans to have PM integrally manage the remodeling projects of five stations on the Ilsan Line, including Baekseok Station and Samsong Station. PM will be commissioned in the first half of next year, with basic and detailed design starting in September. Construction will begin in the first half of 2025.

LH intends to utilize PM expertise to devise more effective ways to operate manufacturing and shared facilities within the Gwangmyeong-Siheung Knowledge Industry Center and also improve project profitability. The PM commissioning is also scheduled for the first half of next year.

Korea Water Resources Corporation will have a technically specialized PM manage the second phase of the water supply facility construction at Songsan Green City. They plan to introduce a Smart Water Management (SWM) system that measures water quality and pressure in real time to establish a trustworthy tap water supply system for the public.

Korea Expressway Corporation will utilize PM for the Yangji Interchange project. Both the Water Resources Corporation and Expressway Corporation have set the second half of next year as the PM commissioning period.

The Ministry of Land, Infrastructure and Transport expects that PM will enhance its capabilities by comprehensively managing various public construction projects such as railway stations and knowledge industry centers.

Lee Sang-il, Director of the Ministry’s Technology and Safety Policy Division, said, "In public construction, there have been few cases of introducing PM from the pre-construction stage, so clients have been reluctant to operate PM. Through this pilot project, we aim to demonstrate that PM can be effective in public construction projects and provide a reference for clients facing difficulties in project implementation."
