The appointment was recommended by Woo Beom-gi, the mayor of Jeonju and chairman of the film festival organizing committee. Some have criticized Jung as unqualified due to a lack of understanding of independent films and practical experience. The Jeonju Film Festival side explained, "So far, we have established a solid fan base by advocating the values of 'independence' and 'alternative,' and have built a unique foundation through support and screening of domestic and international independent art films," but also noted, "There has been a view that the festival may have a high entry barrier for the general public." They added, "We expect that the transition to a co-executive chairman system will be an opportunity to achieve both the establishment of identity and securing popularity."
