Public Procurement Service Introduces 'One-Stop Electronic Contract' to Reduce Contract Processing Time by Up to One-Tenth
[Asia Economy (Daejeon) Reporter Jeong Il-woong] The Public Procurement Service (PPS) is introducing and operating a one-stop smart electronic contract method that drastically reduces contract processing time.
On the 25th, PPS announced that it will introduce the 'Multiple Award Schedule Business Automation (MAS Smart Contract, hereafter MSC)' system, which applies the one-stop smart electronic contract method to multiple award contracts.
This system will be initially applied and operated for three product names: lane separators, vacuum cleaners, and valves, and is expected to gradually expand to 100 product names starting next year.
Until now, companies participating in multiple award contracts had to endure inconveniences such as prolonged processing periods due to complex procedures, numerous preparation documents, and a shortage of responsible personnel.
However, with the application of the MSC system, submission of paper documents for contract review can be omitted, and contract processing time can be drastically shortened through simplified contract procedures.
For product names to which the MSC system is applied, procurement companies will be able to submit contract documents such as test reports, which were previously submitted by mail and fax, at any time through information secured via external system and electronic linkage.
Also, among the contract procedures that used to proceed in up to 10 steps, the review and approval processes that were repeated at each stage are processed collectively and simplified into 3 steps, and evaluations are automatically handled by the system, reducing the time required to reach an actual contract from an average of 50 days to within 5 days (in the case of contract renewal).
However, PPS expects that the contract period for new items will take about 20 days due to some necessary review processes.

Lee Jong-wook, Administrator of PPS, said, “Multiple award contracts are an important contract system accounting for more than 40% of goods purchase performance, so maximizing the efficiency of system operation is crucial,” and added, “The introduction of the MSC system will reduce the time and cost companies invest in multiple award contracts, thereby increasing corporate satisfaction.”
