Assemblyman Kim Young-sun Proposes Bill for Local Governments to Manage Events Without Organizers
Safety measures planned including warnings, safety personnel deployment, and vehicle control at densities exceeding 3-4 people per 1㎥
[Asia Economy Yeongnam Reporting Headquarters Reporter Song Jong-gu] Representative Kim Young-sun has attracted attention by proposing the "Partial Amendment to the Framework Act on Disaster and Safety Management" to allow local government heads to ensure safety and emergency relief systems and smoothly proceed with local festivals even when there is no organizer.
It has been pointed out that one of the causes of the recent Itaewon tragedy was the lack of safety management for local festivals without organizers, and that related regulations or manuals were insufficient.
Accordingly, on the 4th, Representative Kim of the National Assembly's Planning and Finance Committee proposed a partial amendment to the Framework Act on Disaster and Safety Management, imposing safety obligations on festivals and events expected to have large crowds as a measure to prevent the Itaewon tragedy.
The amendment to the Framework Act on Disaster and Safety Management proposed by Representative Kim requires that even in the case of local festivals without organizers, the mayor, county governor, or district head in charge must establish a safety management plan and take other necessary safety measures to ensure the smooth progress of the local festival.
In establishing and implementing the safety management plan, the following should be considered: ▲ caution or warning in cases of a density of 3 to 4 people per 1㎥ ▲ warning broadcasts and deployment of safety personnel in cases of a density of 5 to 6 people per 1㎥ ▲ crowd density reduction measures such as vehicle control, barricade installation, and zoning ▲ securing emergency spaces necessary to prevent crushing ▲ operation plans for safety personnel ▲ emergency relief ▲ safety accident response plans for large-scale congestion accidents ▲ active dissemination of risk situations in emergencies ▲ prior consultation with the police to prepare for concentrated spectators.

Representative Kim said, "The legislative shortcomings, which have been pointed out as one of the causes of the Itaewon accident, require serious reflection from the political sphere," adding, "I believe it is the duty of the political sphere to quickly correct the deficiencies of the current law."
