Safety Management Measures Established for 'Events Without Organizers'
Minister of the Interior and Local Government Heads Required to Supervise and Inspect
[Asia Economy Reporter Kwon Hyun-ji] Legislation is being promoted to mandate safety management measures even for events without organizers to prevent the recurrence of the ‘Itaewon crowd crush disaster.’
On the 2nd, Kim Ki-hyun, a member of the People Power Party, announced plans to introduce a revision to the Framework Act on the Management of Disasters and Safety, requiring heads of central administrative agencies or local governments to establish safety management plans in advance and to supervise and inspect the actual safety management status for local festivals and events without organizers or sponsors.
According to the amendment, the Minister of the Ministry of the Interior and Safety, or the governors, mayors, county heads, or district heads must also supervise and inspect the implementation status of safety management plans for events without organizers or sponsors. If any issues requiring improvement are found during the inspection, the relevant agency heads may be requested to make corrections, and unless there are special reasons, the agency heads receiving the correction request must comply.
This is intended to improve and supplement the situation where the lack of an organizer responsible for safety management at the Itaewon Halloween event was pointed out as a factor that exacerbated the accident’s damage.

Rep. Kim said, “The legislative shortcomings identified as one of the causes of the Itaewon accident are a matter for serious reflection by the political community,” adding, “We have taken legislative action to find and address blind spots in legislation before it is too late, so that the pain and sorrow from this accident can become a driving force to make our society safer and to prevent second and third Itaewon accidents.”
