Gangneung-si Identifies 'Unauthorized Occupants and Illegal Facility Users' on City-Owned Land
Starting from October, detailed on-site surveys will begin in the southern region
[Asia Economy Reporter Ra Young-cheol] Gangneung City in Gangwon Province announced on the 11th that "starting this month, a detailed on-site investigation will be conducted on suspected sites where city-owned property is being occupied or used without permission."
The city identified 5,084 land parcels and 6,669 locations suspected of unauthorized occupation or use, and began detailed on-site investigations starting from the southern Gangneung area (Okgye-myeon) to confirm unauthorized occupancy.
The city plans to impose and collect compensation fees amounting to 120% of the lease fee for illegal activities such as unauthorized cultivation, occupation, and installation of illegal facilities on suspected unauthorized occupation sites without lease contracts, and will order restoration to the original state.
However, shared properties that can be leased after payment of compensation fees will be used only after signing a lease contract.
Additionally, although these are general properties, those used directly for administrative purposes will require a change of use, and for administrative properties that have lost their purpose, the city will seek utilization plans through abolition of use, etc.
To this end, the city formed a dedicated Shared Property Investigation T/F team and secured aerial photographs and drone footage based on shared property status survey data.

A city official stated, "We will thoroughly manage city-owned properties by preventing the privatization of shared properties, identifying idle states, and reviewing utilization plans for shared properties."
