National Police Commission: "Ministry of the Interior and Safety's 'Establishment of Command Rules' Requires Comprehensive Review"
[Asia Economy Reporter Seongpil Cho] The National Police Commission expressed the opinion that "a comprehensive review is necessary" regarding the draft regulation on the command of affiliated chiefs by the Minister of the Interior and Safety, which was legislatively announced as a follow-up measure to the police system improvement plan announced by the Ministry of the Interior and Safety on the 15th.
On the 20th, the National Police Commission announced that it had submitted review opinions including this content on the draft amendment to the enforcement decree related to the Ministry of the Interior and Safety's police system improvement plan. The National Police Commission particularly pointed out that the draft regulation on the command of affiliated chiefs by the Minister of the Interior and Safety has "procedural defects as it did not go through the deliberation and resolution by the National Police Commission as required by the Police Act." It also stated that "it is inappropriate to combine the Police Commissioner and the Fire Commissioner together to establish a command regulation."
Regarding the partial amendment draft of the "Organization of the Ministry of the Interior and Safety and its Affiliated Agencies," which centers on the establishment of a police bureau within the Ministry of the Interior and Safety, the National Police Commission stated that "the Minister of the Interior and Safety does not oversee 'public security' affairs under the law," and that "it is necessary to delete the clause concerning 'command and supervision over the Police Commissioner pursuant to Article 7 of the Government Organization Act' among the police bureau's related affairs." Concerning the draft regulation on the establishment and operation of the Police System Development Committee, it said, "The Police Agency should be the institution under the Prime Minister's directive, and it is appropriate for the Planning and Coordination Officer of the Police Agency to serve as the committee secretary."
