Government Approves Partial Amendment to Enforcement Decree of the Act on Convenience for Persons with Disabilities
[Asia Economy Reporter Lim Chun-han] Large supermarkets will be required to have shopping carts for people with disabilities and will begin pilot operations this month.
According to Emart on the 19th, shopping carts for people with disabilities will be piloted at all stores starting from the 22nd. Homeplus plans to equip 3 shopping carts for people with disabilities at each of its 134 stores nationwide by the 27th. Lotte Mart will introduce shopping carts for people with disabilities at all stores during a six-month grace period.
A representative from a large supermarket said, “We will attach notices indicating the availability of wheelchair-accessible shopping carts at cart stations, parking lots, store entrances, and customer service centers to help customers smoothly rent wheelchair shopping carts and enjoy convenient shopping.”
On the same day, the government approved a partial amendment to the Enforcement Decree of the Act on the Promotion of Convenience for the Disabled, the Elderly, and Pregnant Women (Disabled Persons Convenience Act) at the Cabinet meeting. The Disabled Persons Convenience Act designates shopping carts for people with disabilities as convenience items for the disabled, requiring large supermarkets to have at least three such carts. As of December last year, there are 416 large supermarkets nationwide under the Distribution Industry Development Act, including Emart, Homeplus, and Hanaro Mart.

The Ministry of Health and Welfare stated, “With the amendment of the enforcement decree and enforcement rules, it is expected that people with disabilities who use wheelchairs will be able to visit large supermarkets more conveniently,” and added, “We will continue to identify and improve daily inconveniences experienced by people with disabilities.”
