Establishing Disaster Prevention, Preparedness, Response, and Recovery Systems
[Asia Economy Reporter Ra Young-cheol] Gangneung City, Gangwon Province, announced on the 29th that it is making all-out efforts to establish a disaster prevention, preparedness, response, and recovery system to prevent summer natural disasters such as heavy rain and typhoons.
With the official start of the rainy season, the city is conducting preventive activities based on prior inspections carried out by each department to minimize casualties and reduce flood damage.
They have completed dredging of public sewage pipelines (L=10.2km) focusing on habitual flood-prone areas and are performing rainwater inlet dredging on 19 major road routes (L=56.9km) in preparation for the rainy season at large construction sites.
In cooperation with local water supply and sewage facility construction and dredging companies, the city maintains an emergency standby status to respond promptly during heavy rainfalls.
Ninety-four apartment complexes conducted their own safety inspections in preparation for the rainy season, and the city selected eight of these complexes for additional inspections of damage, cracks, and ground subsidence.
About 20 measuring instruments have been installed and are being monitored at aging apartment complexes where cracks have appeared on retaining walls, and facilities have been partially improved by maintaining surrounding sumps and drainage channels in areas where underground parking lots were flooded.
A landslide countermeasure headquarters has been operating since this month, and slope stabilization projects have been carried out at 21 locations at risk of damage.
For areas where work could not be completed before the rainy season, flood prevention materials such as tents will be installed in advance to prevent further damage.
Meanwhile, rockfall prevention nets are scheduled to be installed by early July on road slopes in the Ok-gye, Seongsan, and Wangsang-myeon areas, which are vulnerable due to the wildfire that occurred last March.

A city official stated, "As guerrilla-style heavy rains frequently occur due to climate change and natural disasters have become more vulnerable due to wildfires, we will do our best to prevent accidents through thorough preparation and prior safety measures."
