Gyeonggi-do Sees Surge in 'Unusual Complaints' Including Verbal Abuse and Assault... Conducts Response Simulation Training
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province conducted a simulation training to prepare for the occurrence of 'unusual civil complaints.' This is in response to the recent sharp increase in verbal abuse and assault by complainants.
According to the province on the 9th, cases where complainants inflicted harm such as verbal abuse and assault on public officials at civil service offices in cities and counties within the province have been increasing every year: 4,182 cases in 2019, 5,489 cases in 2020, and 9,047 cases in 2021.
Accordingly, on the 8th, the province held a simulation training at the Open Civil Service Office in the Gwanggyo New Government Building to enhance the on-site response capabilities of civil service officials against unusual complaints such as verbal abuse and assault, protect civil service officials from illegal acts, and create a safe working environment in civil service offices.
During the training, a scenario was enacted in which a complainant verbally abused, assaulted a public official, and damaged property during a consultation. An emergency response team was pre-formed, and tasks were assigned to each staff member to respond according to the unusual complaint response manual.
A provincial official stated, "We will do our best to strengthen the on-site response capabilities of civil service officials against unusual complaints and create a safe working environment so that they can work with peace of mind and provide better civil services."

Meanwhile, to strengthen the response capabilities of public officials against the annually increasing unusual complaints, the province distributes the 'Unusual Complaint Response Guide' to all departments and cities/counties and operates a 'Civil Service Official Capacity Building Course' for officials in charge of civil complaints. This course consists of response techniques for each type of unusual complaint and healing programs to relieve stress.
