Ministry of Land and Seoul City Expert Committee Members Dispatched to Transition Team... Accelerating Housing Supply
[Asia Economy Reporter Kim Min-young] Looking at the lineup of economic subcommittee 2 experts in charge of real estate policy at the Presidential Transition Committee, the new government's intention to accelerate housing supply through easing reconstruction regulations is clearly reflected. It has also been confirmed that subcommittee 2 will handle housing supply plans and reconstruction/redevelopment regulations, while economic subcommittee 1 will manage taxation and finance. Since Kim Seong-bo, a housing policy expert from Seoul City, has been dispatched, it is expected that he will work in harmony with Seoul City to promote deregulation.
According to the Transition Committee on the 21st, real estate experts who will carry out tasks such as selecting national agenda items have joined the committee. The economic subcommittee 2 experts include Director Kim, Konkuk University Professor Shim Gyo-eon, Baek Won-guk, Director of Land Policy at the Ministry of Land, Infrastructure and Transport, and Jeong Jong-dae, Head of the Housing Policy Support Center at Seoul City's Housing Policy Office.
Director Kim was a figure who publicly opposed the government's '8.4 Real Estate Measures' announced in 2020 when the Seoul mayor's office was vacant. At that time, Director Kim shared the government's position on normalizing the reconstruction that had abnormally stalled in Seoul and strengthening public interest, but expressed opposition to public participation-type reconstruction. Since he has been promoting housing supply through the rapid integrated planning that Seoul City has been pursuing since last year, he is expected to voice opinions on revitalizing reconstruction through deregulation in subcommittee 2 as well.
Director Baek, having served as the Director of Housing Welfare Policy, worked on building and supplying rental housing for marginalized groups. A Ministry of Land official said, "He is expected to play a role in addressing housing policy from the Ministry's perspective as well as housing welfare."

Professor Shim served as the chairman of the Economic Policy Promotion Headquarters at the People Power Party's election campaign headquarters. He criticized the current government for diagnosing the market with witch-hunt-like criticism logic, which resulted in the adverse effect of reducing supply. Regarding President-elect Yoon Seok-yeol's real estate pledge to supply 2.5 million homes during his term, he remarked, "Considering that the average annual nationwide permit volume over the past 10 years is 570,000 homes, this is not a large number." Therefore, he is expected to play a role in strengthening policy planning to realize supply.
