Ministry of Gender Equality and Family to Conduct On-site Inspections of Violence Prevention Education Delays and New Institutions
300 Underperforming Institutions and 150 Newly Registered Institutions Targeted
Assessment of Appropriateness and Implementation Status of Sexual Violence Prevention Education
[Asia Economy Reporter Han Jinju] The Ministry of Gender Equality and Family announced on the 17th that it will conduct on-site inspections targeting over 450 institutions, including those with poor performance among public institutions required to provide education on the prevention of sexual harassment, sexual violence, prostitution, and domestic violence, as well as newly registered public institutions.
The on-site inspections will be conducted by external experts visiting institutions with poor violence prevention education performance last year to check the appropriateness of education operations and compliance. They will examine whether a violence prevention education plan has been established, whether the head of the institution attended, participation rates of employees, participation rates of senior officials, whether internal guidelines for preventing sexual harassment have been prepared, and measures to prevent secondary damage and recurrence.
Based on the results of the on-site inspections, the Ministry will propose measures to enhance the quality of education operations for each institution and provide special training for managers at institutions where education is poorly conducted.
For newly registered public institutions, non-face-to-face consultations will be held to share the purpose and methods of violence prevention education and sexual harassment prevention measures, and training will be provided for those responsible for violence prevention education within the institutions.
Additionally, the Ministry will conduct follow-up inspections after the on-site inspections and consultation activities. According to the follow-up inspection results, the rate of establishment of sexual violence prevention guidelines increased from 72.3% in 2019 to 84.7% in 2020, and the rate of annual basic plan establishment rose from 98.3% in 2019 to 100% in 2020. Participation rates in new employee education increased from 88.6% to 95.7%, and participation rates in education for non-regular workers rose from 90.4% to 98.7%.

We will continue policy efforts such as strengthening on-site inspections and consultation activities to ensure that violence prevention education and sexual harassment prevention measures in the public sector operate effectively on the ground."
