On the same day, the Office for Government Policy Coordination announced this appointment, stating, "Chairman Moon, as the first chairman of the Special Committee on Fine Dust, utilized his expertise and organizational management experience to smoothly coordinate diverse opinions from industry, academia, and the health sector." They added, "As an expert in the environmental field, he has participated in the committee since the establishment of the comprehensive fine dust management plan and is recognized for proposing practical policy alternatives based on a high level of understanding of the policies," explaining the background of his appointment.
The Special Committee on Fine Dust is a committee under the Prime Minister, co-chaired by the Prime Minister and the civilian chairman, and is composed of approximately 40 government and civilian members. According to relevant laws, the civilian chairman is appointed by the President.
