Goyang-si, Development of 'JDS District'... Creating a Growth Hub City in Northern Gyeonggi
Focus on Strengthening Self-Sufficiency Functions... Integration with New Transportation Means... Ensuring Public Interest
[Asia Economy Reporter Ra Young-cheol] Goyang City in Gyeonggi Province is promoting the creation of a new growth hub city by linking self-sufficient functional facilities such as the JDS District, Ilsan Technovalley, and Broadcasting Video Valley being developed nearby.
The 'JDS District' refers to Janghang, Daehwa, Songsan, and Songpo in Goyang City. Among the total area of 27,816,000㎡, a complex new town with self-sufficient functions is planned to be built on 5,000,000㎡ in Beopgot-dong, Daehwa-dong, and Deogi-dong in Ilsanseo-gu.
According to Goyang City on the 7th, the JDS District, located with a view of the Han River, is close to the first phase new town, Ilsan New Town, and has excellent development conditions as it is served by Jayuro, the 2nd Jayuro, and Subway Line 3.
The city plans to minimize residential functions to the extent that only the minimum business feasibility is maintained in order to secure as much self-sufficient land as possible.
Measures to solve long-standing issues within Goyang City, such as relocating the Ilsan Water Quality Restoration Center, relocating Myeokjeol Village, and addressing transportation-disadvantaged areas, are also under review.
The JDS District development project is expected to be fully launched around 2024, when the large-scale self-sufficient functional projects currently underway are completed.
Currently, the city is promoting many public housing districts and urban development projects, including the 3rd phase Changneung New Town, Deogeun and Janghang Districts, and Ilsan Technovalley, so it is adjusting the project timing considering the status of nearby development projects.
The city aims to approve the development plan in 2024, establishing the development district boundary and development plan this year, and plans to conduct feasibility reviews with organizations such as the Local Public Enterprise Evaluation Institute next year.
The JDS District plan will incorporate new transportation modes to establish a transportation network plan. The city intends to build a public transportation system that allows rapid access throughout Ilsan by linking eco-friendly transportation such as trams with GTX-A and Subway Line 3.
Dedicated personal mobility roads that connect the development project district with the existing urban area are also under consideration.
The city started a service for introducing new transportation modes in July last year and plans to review transportation linkage plans with self-sufficient functional facilities near the JDS District.
The extension of Line 3 is separate from the private sector route between Daehwa and Geumneung, and the Ministry of Land, Infrastructure and Transport is conducting a study on the extension plan for the Ilsan Line (Gajwa to Gyoha). The results of this study will be announced in August.
The city aims for the JDS District development not just as urban development but as the construction of a complex city. In particular, it is prioritizing balanced development by securing public interest through public-led development.
When signing the implementation agreement for the JDS District development project, the city plans to negotiate to specify in the agreement the reinvestment of development profits within the region, similar to the Ilsan Technovalley project.

A city official said, "We expect the self-sufficient functions of Goyang City to be further strengthened through this JDS District development project," adding, "We will strive to make it a development project created together with residents by collecting their opinions during the development plan establishment process."
