HDC Hyundai Development Wins Anyang Gwanyang Hyundai Reconstruction... "Springboard for Recovery vs Winner's Curse"
HDC Hyundai Development Company succeeded in winning the reconstruction project of Gwangyang Hyundai Apartments in Anyang, Gyeonggi Province by offering unprecedented conditions, but voices are emerging that the company may fall into the so-called ‘winner’s curse.’ The company, which is on the verge of facing severe administrative sanctions due to the Gwangju accident, set conditions at a level that tolerates a loss-making bid to survive, which could ironically become a stumbling block.
According to the construction and maintenance industry on the 7th, HDC Hyundai Development Company was selected as the contractor by winning 509 out of 959 votes at the temporary general meeting for selecting the contractor of the Gwangyang Hyundai Apartment reconstruction maintenance association held on the afternoon of the 5th, defeating Lotte Construction. The estimated construction cost of this project reaches 420 billion KRW, and HDC had been working on it for a long time. Until the collapse accident at Hwajeong I-Park in Gwangju, the company held a favorable position, but after the accident, distrust among the association members grew, making it uncertain to secure the contract. There was even a movement to ‘boycott I-Park,’ putting HDC into a corner, but CEO Yoo Byung-gyu sent a handwritten apology letter and launched an all-out effort to survive. It is also expected to have a positive impact on the selection of the contractor for the Wolgye-dong Shina Apartment reconstruction scheduled for the end of this month.
HDC Hyundai Development Company offered unprecedented conditions in this bid. These include guaranteeing a sale price of 48 million KRW per pyeong and paying 70 million KRW per household for association members’ project promotion expenses (such as moving costs). An industry insider said, “It is an offer to the extent that a loss-making bid is inevitable,” adding, “There is also a burden that similar demands may flood from other project sites.” The risk of administrative sanctions remains. The government has announced the strongest level of penalties due to the controversy over poor construction. If severe administrative sanctions such as deregistration or business suspension are imposed, the entire HDC Group could be shaken. Meanwhile, Gwangyang Hyundai is currently composed of 12 buildings with a maximum of 15 floors above ground and 904 households, and through reconstruction, it is expected to transform into 15 buildings with 3 basement floors to 32 floors above ground and 1,305 households.
