Reviewing 'Carbon Neutrality' Solutions in Urban Development Promotion... Revision of Work Guidelines

View original imageThe Ministry of Land, Infrastructure and Transport announced on the 29th that, starting from the 30th, it will revise and implement the 'Guidelines for Establishing Urban and County Basic Plans' and the 'Urban Development Work Guidelines' to incorporate carbon neutrality planning elements when formulating urban and county basic plans and urban development plans at the regional and city levels to achieve carbon neutrality.
According to the revised guidelines, when establishing urban and county basic plans, the basic survey items to understand the characteristics and current status of the area will include the status of greenhouse gas emissions and absorption, and based on this, greenhouse gas reduction targets will be presented every five years up to the target year of the basic plan.
Furthermore, carbon neutrality planning elements will be reflected in each sectoral plan that constitutes the urban and county basic plans, such as spatial structure, transportation system, residential environment, parks, and green spaces, and measures to create carbon-neutral cities will be established to achieve the annual greenhouse gas reduction targets set in the urban and county basic plans.
Accordingly, local governments must propose greenhouse gas reduction measures and strive to achieve the targets by summing the expected reduction amounts for each measure.
The revised urban development work guidelines include contents such as promoting the distribution and utilization of new and renewable energy, expanding the introduction of green buildings and green transportation, and strengthening integrated operation and management at the urban level for carbon reduction.

An official from the Ministry of Land, Infrastructure and Transport stated, "Through this revision of the guidelines, we have laid the foundation for realizing carbon neutrality," and added, "We will continue policy efforts to accelerate the achievement of carbon neutrality across the entire country, including creating regionally customized carbon-neutral cities."
