List of Over 10,000 High-Amount Habitual Delinquents in Local Taxes and Others Released
Over 10 Million Won Tax Delinquents 10,296 Can Be Checked on Local Government Websites
[Asia Economy Reporter Lim Cheol-young] The government and local governments have disclosed the list of delinquent taxpayers who have overdue local taxes or local administrative fines and charges for more than one year as of January 1 this year, with outstanding amounts exceeding 10 million KRW.
According to the Ministry of the Interior and Safety on the 17th, each local government disclosed the list of 10,296 high-amount habitual tax delinquents on the websites of cities and provinces as well as the Ministry of the Interior and Safety from 9 a.m. this morning.
Each local government had previously provided prior notice to the individuals subject to disclosure in February 2021 and granted a period of more than six months for explanation. The local tax review committees established by each local government reviewed the disclosure eligibility until October and finalized the list of those subject to disclosure.
The list of high-amount habitual delinquents can be checked anytime on the Wetax website, each local government’s website, and the Ministry of the Interior and Safety’s website. The disclosed information includes the delinquent taxpayer’s name, business name (corporate name), age, occupation, address, amount overdue, tax category, payment deadline, and details of the delinquency. If the delinquent is a corporation, the representative of the corporation is also disclosed.
The disclosure system is implemented to raise awareness among delinquents through measures such as travel bans (for amounts over 30 million KRW), credit information registration (for amounts over 5 million KRW), and restrictions on licensed businesses (for amounts over 300,000 KRW), thereby fostering a culture of sincere tax payment. Notably, last year the exclusion threshold for disclosure was set at 30% of the overdue amount, but from this year, the standard has been strengthened to 50% or more for applying disclosure.

This disclosure also considers the protection of taxpayers’ rights by allowing those who pay their overdue amounts even after being listed as high-amount habitual delinquents to be removed from the public list. Kim Jang-hoe, Director of the Local Finance and Economy Office at the Ministry of the Interior and Safety, stated, “We will continue to strive to foster a culture of sincere payment through the disclosure of high-amount habitual delinquent taxpayers,” and added, “We plan to actively support local governments so they can efficiently collect overdue amounts.”
