Jeju Fire Department Builds 'Report Record Management System' to Prepare for Surge in 119 Calls
[Jeju=Asia Economy Honam Reporting Headquarters Reporter Hwang Jeongpil] The Jeju Fire Safety Headquarters (Chief Park Geun-oh) announced on the 16th that it has established a ‘Report Record Management System’ to prepare for the surge in 119 emergency calls during typhoons, floods, and various large-scale disasters.
The need for a response plan to the surge in 119 calls was raised following a tragic accident last July when the underground passage in Choryang-dong, Busan, was flooded during heavy rain, resulting in three deaths.
At that time, the Busan Fire Headquarters 119 Situation Room experienced a surge in 119 calls approximately 56 times higher than usual.
In Jeju Province, during the approach of Typhoon Chaba (2016), the number of 119 calls reached a peak of 1,068 calls per hour.
The Report Record Management System is designed to respond quickly to the surge in 119 calls during large-scale disaster situations.
The existing system made it difficult to distinguish between received and unreceived calls during surges, and it was inefficient in prioritizing urgent cases such as long waiting times or multiple calls, making rapid response challenging.
With the establishment of the report management system, it has become possible to manage records of disconnected calls waiting to be received during surges, prioritize urgent calls, and allow operators to promptly call back and handle unreceived calls, enabling more efficient responses.
Additionally, to prepare for surges in 119 calls, the 119 comprehensive situation room has expanded the number of operator stations (from 11 to 17) and reinforced operator staffing, establishing a seamless situation management system.
A representative from the Jeju Fire Safety Headquarters stated, “Since all disaster responses begin with 119 calls, we expect that the establishment of this report management system will enable more efficient 119 situation management.”
