Ministry of Land, Infrastructure and Transport Announces Public Small-Scale Reconstruction Contest in Seoul... Support for Rapid Promotion
The Ministry of Land, Infrastructure and Transport announced on the 10th that, in order to increase resident participation in small-scale reconstruction projects, it will conduct the 'Public Participation Small-Scale Reconstruction Project Contest' targeting the Seoul area in collaboration with the Korea Land and Housing Corporation (LH) from the 12th of this month until the 27th of next month.
Small-scale reconstruction refers to maintenance projects targeting apartment complexes with fewer than 200 households. Unlike large-scale reconstruction, procedures such as establishing maintenance plans and safety inspections are omitted, enabling rapid progress.
Seoul has the highest demand for small-scale reconstruction projects, and local governments are proactively leading regulatory relaxations, so this contest is expected to further promote the spread of small-scale reconstruction projects.
Last month, the Ministry of Land, Infrastructure and Transport revised the 'Special Act on the Maintenance of Vacant Houses and Small-Scale Housing' which includes measures to revitalize small-scale reconstruction projects, such as establishing the 'Public Participation Small-Scale Reconstruction Project' where the public participates as the project implementer to expand housing supply.
Applications for this contest can be submitted from areas that meet the project requirements under the Small-Scale Maintenance Act, such as an area under 10,000㎡, fewer than 200 households, and more than two-thirds of old or deteriorated buildings, and where more than 50% of residents have given consent.
If selected as a project site, construction up to 120% of the maximum floor area ratio under the 'Act on the Use and Planning of National Land' will be possible through public implementer participation, and the project is expected to improve profitability as the sale price ceiling system will not apply.
By LH purchasing about 30% of the general sale housing (through contract agreements), the risk of unsold units during the project implementation process will also be mitigated.
Applications will be accepted by mail or email from the 12th of this month until the 27th of next month. Afterward, the submitted project sites will undergo feasibility analysis and resident briefings on project effects, and will be finally confirmed as 'Joint Implementation Project Districts.'

Ahn Se-hee, Director of the Urban Housing Supply Cooperation Division at the Ministry of Land, Infrastructure and Transport, said, "Through this contest, following the significant contribution to housing supply through public support in street and autonomous housing maintenance projects, we will discover leading cases of the new public-supported maintenance project model, the public participation small-scale reconstruction project."
