"Veterans Should Be Recognized When Committing Extreme Acts Due to Military Violence"
The Anti-Corruption and Civil Rights Commission Central Administrative Appeals Committee Cancels Denial of Registration for Employee Who Died on Duty 40 Years Ago
[Sejong=Asia Economy Reporter Moon Chaeseok] An administrative adjudication decision has been made that if a soldier commits suicide due to direct causes such as assault or harsh treatment during military service, they should be recognized as a recipient of veterans' compensation.
The Central Administrative Adjudication Committee under the Anti-Corruption and Civil Rights Commission announced on the 16th that it canceled the Veterans Affairs Office's decision to refuse registration as a veterans' compensation recipient on the grounds that there was no recognized causal relationship between the death and military duties.
Mr. A enlisted in May 1979 and committed suicide around November 1980 while on guard duty at a General Outpost (GOP) fence. The deceased's family applied for registration as a national merit recipient, but the Veterans Affairs Office rejected the application.
The Administrative Adjudication Committee judged that the deceased's self-harm was not simply due to personal issues but was directly caused by duties as a maintenance soldier, which differed from his specialty, reassignment, continuous day and night duty while isolated from the outside, assaults, and disciplinary exercises such as Eoljchaeryeo. This conclusion was drawn based on related documents and testimonies from soldiers.
