'Unexpected Exit by Oh Se-hoon During City Council Questions' Chairman Kim In-ho: "Unreasonable Behavior Violating Ordinance, Unfair Foul"
"If you hurt citizens again with rude behavior, we will not stand by silently"
[Asia Economy Reporter Lim Cheol-young] Kim In-ho, Chairman of the Seoul Metropolitan Council, strongly criticized Seoul Mayor Oh Se-hoon for abruptly leaving the session on the 3rd after not being given a chance to respond during a city administration question session, calling it "an irrational act violating the ordinance" and warning that such behavior will not be tolerated if repeated.
On the 10th, Chairman Kim made these remarks during the opening statement of the 4th plenary session of the 302nd extraordinary meeting. Kim apologized to the council members, saying, "I am sorry that the council proceedings could not proceed smoothly due to Mayor Oh's sudden behavior," and pointed out, "The person who enforces the law violated the law in the place where laws are made."
Chairman Kim particularly cited Articles 49, 50, and 52 of the Seoul Metropolitan Council Basic Ordinance, emphasizing that the council can ask the mayor any question and that the mayor must obtain the chairman’s permission to speak. He criticized, "He insisted on speaking immediately without obtaining the right to speak, and even after being repeatedly explained that he would be given a chance to speak later, he created chaos in the meeting room with behavior close to intimidation. He forgot his duty to attend the plenary session and left the meeting room without permission."
Kim then warned that such irrational sudden behavior will not be tolerated if repeated. He said, "Mayor Oh violated all the basic ordinances. When the mayor himself said he would apologize and was given the opportunity to speak, there was no sincere apology; instead, he repeated irrational behavior by demanding an apology from the council members."

He added, "Coexistence and cooperation are not something only one side does. If such rude behavior causes harm to citizens again, it will never be overlooked," and concluded, "You cannot travel a long road with a wheel missing. The mayor’s behavior on the 3rd was unfair and a foul play."
