Gwangju City Council Member Kim Dong-chan: "We Must Prevent a Second Hakdong Collapse Disaster"
[Asia Economy Honam Reporting Headquarters Reporter Park Jin-hyung] Gwangju City Council member Kim Dong-chan announced on the 2nd that he has proposed an ordinance to prevent a second 'Hakdong Collapse Disaster.'
The 'Gwangju Metropolitan City Ordinance on Support for Safety Management of Building Demolition Work' mandates that the mayor establish and implement support policies to prevent accidents in building demolition work and protect citizens from accident risks as part of the mayor's responsibilities.
It also includes provisions to prepare and distribute safety management guidelines for building demolition work, and to conduct or support safety management education for workers at building demolition sites.
Those who discover or become aware of building demolition sites with potential accident risks can request site inspections and technical consultations from the mayor. The ordinance also includes clauses to request cooperation from related institutions for joint site inspections, safety education, and preparation of safety management guidelines, as well as to provide financial support for these activities.
Council member Kim explained, "Recently, safety accidents have occurred at demolition sites, and awareness of safety management is becoming very important. We have established a legal basis to prevent safety accidents."
He added, "Despite the strict restrictions on illegal subcontracting under the strengthened 'Building Management Act' regulating building demolition work, similar accidents continue to occur repeatedly. We have established a legal basis to prevent safety accidents under the current circumstances," explaining the reason.
