According to multiple sources, South Korea and Japan were excluded from the list of countries to accept Afghan refugees due to transportation and geographical reasons.
These sources stated that when the U.S. first proposed the plan to house Afghan refugees at U.S. military bases in South Korea, the South Korean government responded positively.
Earlier, the State Department explained regarding reports that the U.S. requested temporary housing of evacuees from Afghanistan at U.S. military bases in South Korea, "The State Department is in contact with various countries that have U.S. military facilities that might be able to assist with the evacuation efforts for Afghans."
