[Asia Economy Reporter Suyeon Woo] Amid the ongoing shortage of COVID-19 vaccine supply, attention is focused on whether Vice Chairman Lee Jae-yong, who was released on parole, will play a decisive role in securing vaccines. The overwhelming public support for Lee's parole is attributed to expectations such as revitalizing the economy by securing leadership in the global semiconductor war and utilizing Lee's global networking to secure domestic vaccine supplies. At the time of Lee's parole decision, the government indirectly expressed hopes for a 'vaccine special envoy,' stating that the three major challenges to overcome are 'COVID-19,' 'domestic economy,' and further, the 'global environment.'
Currently, as the number of domestic COVID-19 cases continues to record four digits daily, the supply of 8.5 million doses of the Moderna vaccine scheduled for domestic introduction in August this year is facing delays. On the 13th, our government delegation departed for the United States to negotiate vaccine supplies with Moderna. Some suggest the alternative of converting the Moderna vaccine contract manufacturing volume, which Samsung Biologics is producing on consignment, for domestic use.
In line with these negotiations, there is speculation that Vice Chairman Lee, released on parole, could serve as a 'private diplomat' to facilitate the conversion of vaccine contract manufacturing volumes. It is reported that Lee played a decisive role in the negotiation process between Pfizer and our government at the end of last year. He leveraged his solid global networking to bring the government and senior officials of overseas pharmaceutical companies one step closer.
To meet with Pfizer's top executives, Lee contacted Adobe Chairman Shantanu Narayen, with whom he has a close relationship. At that time, Narayen was serving as an outside director of Pfizer. At Lee's request, Narayen introduced the Pfizer chairman and the head of vaccine operations, which reportedly led to a video conference between Pfizer's senior officials and domestic related ministries such as the Ministry of Health and Welfare and the Korea Disease Control and Prevention Agency.
Expectations for Vice Chairman Lee as a vaccine special envoy are also sensed in the political sphere. Song Young-gil, leader of the Democratic Party of Korea, said at a 100-day inauguration meeting, "I believe active negotiations between Moderna and Samsung Biologics are necessary so that the Moderna vaccines produced domestically can be consumed domestically," adding, "I hope he will serve the nation and the people by finding new paths for our economy, including in the semiconductor sector."
