In line with the start of real estate development 31 years ago, the second part of the series prepared a report on the current status of multi-family housing constructed in Suncheon City.
Over the past 31 years, 78,444 households in 144 complexes of multi-family housing have been built in Suncheon City.
Among these, by the end of June 1995, during the tenure of the appointed mayor, 26,427 households were supplied mainly in new town development housing districts including Geumdang and Yeonhyang Districts.
From July 1995, when the first elected mayor took office, until now, 43,934 households have been constructed and occupied, and 8,083 households have received project approval and are either under construction or planned.
During the three years from July 1995 to June 1998, when Mayor Bang Seong-ryong of the first elected term was in office, project approvals for a total of 7,829 apartment units were granted, starting with Geumdang District Booyoung 8th Apartment.
Breaking it down, project approvals for 5,944 households were concentrated in Yeonhyang-dong, Jorye-dong, and Sangsam-ri in Haeryong-myeon, which belong to Geumdang 1 and 2 Districts and Wangji District, but 1,885 households of multi-family housing projects outside the housing districts, such as Saengmok Byeoksan and Yongdang Daeju Piore, were also approved.
It is generally analyzed that the 756 households, including Geumdang Dongsin 2nd, approved within one year of the first elected term, were effectively approved by the previous mayor.
During the tenure of the second elected mayor, Shin Joon-sik, from July 1998 to February 2001, project approvals were granted for 2,636 households in six complexes, including Geumdang Joongheung S-Class Apartments.
Among these, 1,724 households were approved for private projects outside the housing districts, such as Geumgang Metroville, which was more than the 912 households approved within the housing districts.
The 900 households of Seomyeon Baedeul Jugong, approved at the start of the second elected term, are analyzed to have been effectively approved during the first elected term.
Following Mayor Shin’s mid-term resignation due to corruption, during the 1 year and 4 months when Deputy Mayor Ki Gap-seo served as acting mayor, project approvals were granted for 2,682 households in nine complexes.
Among these, 442 households were approved within the housing districts, such as Yulsan Eco Geo, and 2,240 households were approved outside the housing districts, including Yeondong Daeju 1st.
Meanwhile, considering the long time required for permits and preparations for apartment projects outside the housing districts, most views hold that the actual projects were carried out before Mayor Shin’s mid-term resignation.
During the tenure of the third elected mayor, Cho Chung-hoon, from July 2002 to the end of 2005, project approvals were granted for 6,679 households in 13 complexes, including Yeonhyang Daeju Piore Apartments.
In Yeonhyang 3 District, a housing district, project approvals were granted for 1,969 households in apartments such as Seyoung, Jugong, Blue Cian, and Daeju Piore, while 4,710 households outside the housing districts, including Namyang Hutton, Shinwon Arsis, and Gagok Yangwoo Naeane, were approved.
Among these, the 3,050 households, including Jorye Daeju 3rd and Cheongmirae 2nd, approved during the third elected term, are viewed as having taken a long time to be approved, suggesting they were effectively approved during the previous term.
Meanwhile, the 1,317 households of Doosan We’ve, approved in June 2006 during the 7 months when Deputy Mayor Yoo Chang-jong served as acting mayor following Mayor Cho’s mid-term resignation due to corruption, are also viewed as having been effectively approved during Mayor Cho’s term.
During the tenure of the fourth and fifth elected mayor, Noh Gwan-gyu, from July 2006 to December 2011, project approvals were granted for 11,917 households in 13 complexes, including Shindae Joongheung S-Class 1st Complex.
Among these, excluding 8,407 households in Shindae District 1 to 5 Complexes and Ocheon District, 3,510 households such as Sangsam Daekwang Rosebiang and Songbo Pineville were approved outside the housing districts.
The 3,185 households of La Song Central County and Yongdang Piore, approved around one year before and after Mayor Noh’s inauguration, are largely viewed as having been approved during the third elected term.
During the tenure of the sixth elected mayor, Cho Chung-hoon, from April 2012 to the end of June 2018, project approvals were granted for 10,381 households in 18 complexes, including Ocheon District Hoban Verdiium Apartments.
Among these, 6,500 households were approved within housing districts such as Ocheon and Shindae Districts, and 3,881 households were approved outside the housing districts, including Suncheon Spring and Jorye Yeongmu Yedam Apartments.
Meanwhile, the 1,448 households of Ocheon Gold Class, approved around one year before and after Mayor Cho’s inauguration, are widely interpreted as having been approved during the previous mayor’s term.
Since the inauguration of the seventh elected mayor, Heo Seok, up to the 11th of last month, project approvals have been granted for 8,576 households in 13 complexes, including Gagok Daekwang and Gold 3rd.
Among these, 2,782 households in Shindae 10th, Trimage, Hanshin The Hue, etc., within urban (housing) development projects approved by the previous mayor, and 1,252 households of Hanyang Sujain, promoted as a private park special project, have been approved.
Following Mayor Heo’s inauguration, project approvals for 1,130 households, including Seonpyeong Kumho Eoulim, are interpreted and claimed to have been effectively approved during the previous mayor’s term, considering the time required for permit procedures.
Accordingly, the apartments effectively approved by Mayor Heo are estimated to be 3,592 households, including Gagok Daekwang and Jogok Daerim.
A Suncheon City official said, “Considering that apartment construction takes several years and permits take several years, the projects approved during Mayor Heo’s term are effectively less than 2,000 households. Even if you concede this and that, it’s not much, so I wonder why rumors say 20,000 households.”
Official A said, “The Gold 3rd apartment, which received project approval last September, applied for construction review in May 2018 but was approved after three rounds of re-examination. Practically, if you prepare for a long time and comply with legal regulations, approval is inevitable. The mayor cannot decide arbitrarily,” he explained.
