[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government will officially implement the ‘Bicycle Traffic Safety Education Certification System,’ which evaluates bicycle riding skills, by the end of June.
On the 23rd, Seoul announced that to enhance the effectiveness of bicycle safety education and to spread a proper and safe bicycle usage culture, it will establish a bicycle traffic safety education certification system that evaluates bicycle riding skills starting this year. Those who pass will receive a discount on the usage fee for Ddareungi for two years.
The bicycle certification system is available to those who have completed bicycle safety education hosted by Seoul’s autonomous districts or private bicycle organizations registered with Seoul or the Ministry of the Interior and Safety starting this year. The certification evaluation questions are composed according to the newly established standard for bicycle safety education by Seoul. The written test is based on theoretical textbook content, and the practical test consists of a riding test and a skills test that apply the theoretical education in practice.
The certification system is divided into beginner (ages 9 to under 13) and intermediate (ages 13 and above) levels, considering the learning and physical abilities of the applicants. Intermediate applicants, who are eligible for Ddareungi usage, can receive a discount on the usage fee if they pass both the written and practical tests.
The validity period of the certification and the discount period for Ddareungi usage fees is two years, after which applicants can retake the certification. Starting in June, the certification will be held twice a month in Dongdaemun, Mapo, Songpa, and Gwanak districts. Applicants can take the test at their preferred location by referring to the schedule posted on the Seoul Lifelong Learning Portal site, and the test fee is free.

Baek Deok-hwan, head of the Bicycle Policy Division at Seoul City, said, “During the COVID-19 situation, bicycles have gained attention as a non-face-to-face transportation method. We will organically link bicycle safety education and the certification system to enhance the effectiveness of education and establish a culture of safe bicycle use.”
