Muan-gun, Mandatory Permits and Reports for Building Demolition
[Muan=Asia Economy Honam Reporting Headquarters Reporter Oh Hwan-joo] Muan-gun, Jeollanam-do (Governor Kim San) announced on the 10th that, following the enforcement of the Building Management Act on May 1 last year, all building demolitions (teardowns) must obtain prior demolition permits or submit notifications.
Buildings subject to demolition notification include cases where part of a building is demolished without dismantling major structural components; cases where the entire building is demolished if it meets all of the following: total area under 500㎡, height under 12m, and three or fewer floors including above-ground and underground floors; and buildings under 12m in height located in management areas, agricultural and forestry areas, or natural environment conservation areas.
Demolition of other buildings requires a permit, and failure to comply with the demolition permit (notification) procedures may result in a fine of up to 5 million KRW.
In particular, for buildings requiring demolition permits, when applying for a demolition permit, a demolition work plan reviewed by experts such as architects, engineers, or safety inspection agencies must be submitted, and a demolition supervisor must be appointed to ensure safe site management.
Additionally, once the demolition permit (notification) is obtained and the building is completely demolished, submitting a demolition work completion report is considered as a demolition notification.
Failure to follow the demolition notification procedure may result in a fine of up to 1 million KRW, so caution is advised.

A county official stated, “Building managers must comply with the demolition permit (notification) and demolition notification procedures to avoid penalties such as fines,” and added, “This system was established to prevent safety accidents during building demolition, so we ask for active cooperation.”
