Gyeonggi-do Pushes to Secure Ownership of Local Roads with Unregistered Title Transfers
54 Plots Totaling 15,240㎡ Under Litigation
[Asia Economy Reporter Ra Young-cheol] Gyeonggi Province will reclaim land ownership for lands where ownership transfer has not been completed for a long time, despite compensation to landowners being completed for local road construction.
According to the province on the 1st, the land to be reclaimed consists of a total of 57 parcels covering 39,531㎡ (approximately 5.5 soccer fields based on 7,140㎡ per field).
The province has won 36 out of 56 lawsuits for ownership transfer registration concerning 111 parcels totaling 54,753㎡, out of a total of 950 parcels covering 191,590㎡ targeted for ownership acquisition. Lawsuits for the remaining 20 cases involving 54 parcels totaling 15,240㎡ are ongoing.
To this end, in November last year, the province established the 'Local Road Construction Compensation Data Full Survey Plan' and began actively securing ownership of lands whose ownership had not been transferred through city and county meetings.
A joint on-site investigation was conducted at city and county archives and record centers to collect related materials such as compensation ledgers and deposit certificates.
Additionally, detailed evidence by land was secured, including land use maps, land use registers, appraisal reports, and completion-related documents from the time of construction, proving that the province had completed compensation.
This is an administrative measure concerning provincial assets caused by structural problems in the past Land Compensation Act.
In the 1980s, when the so-called 'construction first, registration later' system was possible, during national-level development projects, even after road openings and completion of land compensation, ownership was not transferred to Gyeonggi Province and remained under private names for a long time, causing this issue.

Lee Seong-hoon, Director of the Construction Bureau, said, "We plan to sequentially file lawsuits by securing detailed evidence for each land parcel. Since similar cases exist for national roads as well as local roads, systematic national-level responses are necessary, and we will promote consultations with central government departments."
