Reaffirming the Importance of the Korea-US Alliance... Mixed Evaluations on Vaccines and North Korea Policy
Ruling and Opposition Perspectives on the US-ROK Summit
Song Young-gil: "A Qualitative Turning Point in the US-ROK Alliance in Security and Economy"
Kim Ki-hyun: "No Concrete Achievements Beyond Vaccines for 550,000 People"
[Asia Economy Reporters Koo Chae-eun, Geum Bo-ryeong] The political circles generally view the outcome of the Korea-US summit talks favorably. The dominant assessment is that it reaffirmed the importance of the Korea-US alliance. However, there were noticeable differences in tone between the ruling and opposition parties regarding specifics such as vaccines and North Korea policy.
On the 24th, political circles highly evaluated that the Korea-US summit talks solidified the strong alliance between South Korea and the United States. Song Young-gil, leader of the Democratic Party of Korea, said, "The Korea-US alliance has entered a qualitative turning point in security and economic fields," adding, "We could feel that we have become key partners discussing global issues such as global industrial policy and joint vaccine production."
The opposition also attached significance to the fact that the Moon Jae-in administration's diplomatic line, which had been focused on China and North Korea, has somewhat tilted toward the United States. Kim Ki-hyun, acting leader and floor leader of the People Power Party, said, "The Moon administration had disrupted the unity of the Korea-US alliance and divided public opinion, but (this time) it is fortunate that the importance of the alliance as an economic, vaccine, and security alliance was reaffirmed." Ahn Cheol-soo, leader of the People’s Party, also stated, "The Korea-US alliance weakened, relations with Japan became the worst, and we were ignored by China," adding, "Reconfirming the importance of the alliance and forming an alliance on various global issues can be given significance."
Regarding specific negotiation achievements, there was a considerable difference in views between the ruling and opposition parties. Yoon Ho-jung, floor leader of the Democratic Party, said, "Through a global comprehensive partnership on vaccines, we will emerge as a production base for COVID-19 vaccines," but the opposition pointed out that there were no achievements. Acting leader Kim said, "Apart from vaccine support for 550,000 South Korean troops, there are no concrete secured achievements. It is just a promise whose implementation time is unknown, with no tangible results brought back," downplaying the outcome. Leader Ahn also criticized, saying, "Vaccine production and vaccine development are worlds apart," and added, "mRNA vaccine technology transfer must be confirmed so that Korean companies can produce raw materials for vaccine diplomacy to be considered successful."

There was also a stark difference in views on North Korea policy. The Democratic Party especially evaluated the removal of missile range restrictions as a stepping stone toward establishing 'military sovereignty.' However, acting leader Kim criticized, "Apart from confirming the will of both Korea and the US for North Korea’s complete denuclearization, no concrete implementation plans were discussed. It is doubtful whether the current administration, which is preoccupied with appeasing North Korea, can come up with effective measures."
