[Asia Economy Reporter Lim Cheol-young] Seoul City announced on the 6th that it has completed the establishment of the 'Request System for Disclosure of Private Contract Estimates' to enhance the fairness and transparency in selecting private contract companies. The 'Request System for Disclosure of Private Contract Estimates' is an online system where Seoul City posts private contract project plans online and allows companies to submit their estimates.
Seoul City utilizes the private contract system instead of competitive bidding only for small amounts to ensure contracts with highly specialized companies and prompt contract execution. When it is difficult to find an appropriate company, the system is used to select companies through a public disclosure process. The ordering department of Seoul City posts the project plan, including the task instructions, online and publicly requests project estimates, and companies interested in winning public projects submit their estimates. Seoul City then compares and analyzes various estimates and contracts with the most suitable company.
Until now, small private contracts were mainly made with companies that had previously worked on projects together or had participated in other public projects, making it difficult for companies without public project experience to enter.
Through this system, Seoul City aims to increase fairness and transparency in company selection by allowing small and micro enterprises, which have the capability to perform projects but had difficulty developing sales channels, to access relevant information and expand opportunities to participate in public projects. The ordering party can also easily find suitable companies and contract with the most capable ones, thereby providing high-quality services to citizens.
Along with the system establishment, Seoul City has also prepared an internal evaluation system for contract-performing companies. After project completion, evaluation results of company capabilities are built into a database and shared to be used as reference materials when ordering other projects, ensuring that companies with high project performance capabilities are selected.
Seoul City expects that based on objective evaluation data, it will prevent repeated contracts with companies that have shown poor performance and serve as an incentive for companies to diligently engage in projects.
