View original image[Muan=Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jeonnam Province announced on the 3rd that the Eastern Region Integrated Government Building will begin construction in October, aiming for completion in May 2023.
The area and resident convenience facilities of the Eastern Region Integrated Government Building will be expanded so that residents of the eastern region can handle administrative services locally.
The integrated government building project was initiated in September 2018 by the governor's directive to resolve the inconvenience of civil complaints experienced by eastern region residents due to the provincial office being concentrated in the western region and to consolidate provincial-affiliated institutions scattered across the eastern region. In April last year, it was decided to significantly expand the original design plan.
First, the building area and resident convenience facilities were expanded. The building was originally designed for 240 employees, but after the basic plan report and gathering various opinions, it was changed to accommodate up to 310 employees in anticipation of increased administrative demand.
Currently, 112 employees are working there. Reflecting this, the office area increased from 10,000㎡ to 13,000㎡.
The parking lot was initially planned for 288 vehicles (43 underground, 245 above ground), but considering civil convenience and future expandability, it was expanded to a total of 810 vehicles (102 underground, 308 above ground, and 400 spaces in Suncheon City public parking lot). Solar power will be incorporated, and electric vehicle charging stations will also be installed.
A smart civil service room connected to the administrative computer network will be established so that eastern region residents can handle civil complaints without visiting the provincial office. Communication and relaxation spaces such as a large auditorium, book cafe, multipurpose exhibition hall, open meeting room, and urban garden will be greatly expanded for convenient use by local residents.
Reflecting the ‘2050 Jeollanam-do Carbon Neutral Comprehensive Vision,’ the Eastern Region Integrated Government Building will be constructed as a carbon-zero building.
A high-insulation and high-air-tightness architectural system will be applied to minimize energy loss, and solar power will be installed in the parking lot to achieve energy self-sufficiency. Plans to incorporate rooftop greening and a hydrogen fuel cell system are also underway.
Additionally, the design was significantly improved through consultation with private experts. A futuristic design concept will be introduced to establish the building as a new regional landmark, especially by installing an eco-friendly atrium (skylight) in the center of the building to create a government building where nature breathes.
Reflecting the opinions of Jeonnam Province’s chief architect and public architect, the external design will also be improved by emphasizing the symmetry of the left and right masses to enhance psychological stability of the upper structure’s appearance.
Furthermore, recent legal and institutional amendments related to construction were reflected to recalculate the construction period.
According to the amendment of the ‘Labor Standards Act,’ the 52-hour workweek system will be fully implemented at the construction site, and according to the enforcement of the ‘Construction Technology Promotion Act,’ Sunday construction holidays will be applied as a principle.
Due to the expansion of the building area, introduction of carbon-zero and design concepts, and reflection of legal and institutional amendments, the completion date was adjusted to May 2023.
The province plans to prepare measures for thorough management of the construction period. The construction project, which was to be entrusted to Jeonnam Development Corporation, will be directly implemented by Jeonnam Province to provide faster administrative services to eastern region residents.
Also, in collaboration with Suncheon City, a ‘Eastern Region Integrated Government Building Promotion TF Team’ led by the Deputy Governor for Administration will be operated.
The TF team will promptly support cooperative work among responsible departments and meticulously check the progress of the building construction on a weekly basis.

Governor Kim Young-rok of Jeonnam Province said, “Once the Eastern Region Integrated Government Building is established, residents of the eastern region will be able to conveniently receive administrative services, saving time and costs. We will secure sufficient space in preparation for future function expansion and introduce future design and carbon-zero vision to make the Eastern Region Integrated Government Building a regional landmark.”
