View original image[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Amid the nationwide “dead cross” phenomenon, where deaths outnumber births causing a continuous population decline, Hamyang-gun has been steadily maintaining its population in the 39,000 range through various public-private collaborative policies to increase the population.
According to the county on the 30th, in the first quarter of 2021, there were 31 births and 137 deaths, with deaths exceeding births. However, with 881 people moving in and 805 moving out, the number of incoming residents was higher. Maintaining the population in the 39,000 range despite this declining trend is interpreted as the result of residents and public officials uniting with one mind and actively working to increase the population.
Since entering the 40,000 range in 1996, Hamyang-gun’s population has been decreasing by an average of 1.1 people per day under adverse conditions, but it has been responding to population decline by discovering and implementing various population increase support policies.
In fact, looking at the population decline rate from January to March this year, the national rate was -0.23%, Gyeongnam Province was -0.29%, whereas Hamyang-gun recorded -0.16%, the smallest decline among county-level local governments in Gyeongnam Province.
To actively respond to population decline caused by low birth rates and aging, Hamyang-gun established a dedicated population policy department and is comprehensively implementing 39 medium- to long-term policies, including 13 discovered through a customized population increase research project for Hamyang-gun, as well as five short-term policies such as registering actual residents who have not yet moved in by village.
In particular, together with local institutions and organizations, the county continuously promotes the “Having a Local Address” county-wide relay challenge, encouraging public and private sectors to actively participate in population increase policies and explore various cooperation measures.

A Hamyang-gun official stated, “We will do our best to respond to population decline as much as possible and to recover and maintain a population of 50,000 by 2030 through the promotion of our county’s unique population policies, such as the Rural Utopia Leading Project.”
