The National Assembly held a plenary session in the afternoon and passed the KEEU Act with 149 votes in favor, 62 against, and 8 abstentions out of 219 members present. The bill includes provisions to establish KEEU to nurture talent in the field of energy science and technology and allows the state, local governments, and public institutions to provide funding.

During the bill debate, there were heated exchanges between ruling and opposition party members. The People Power Party has strongly opposed the KEEU Act, arguing that it could encourage real estate speculation and lead to preferential treatment for certain companies. Earlier, Kim Do-eup, the opposition party floor leader of the Legislation and Judiciary Committee from the People Power Party, held a press conference and criticized the bill, saying, "The KEEU Act will ruin the national energy and energy ecosystem due to the nuclear phase-out policy," and added, "It is a bill that burdens the public while giving preferential treatment to the company Booyoung."
